Shot on reputedly the largest outdoor replica of Hong Kong ever built, the film's excessive melodrama and creative liberties with history tend to distract from its otherwise frentic, parkour-styled martial arts action, which is finally delivered in spades for those willing to sit through its drawn-out exposition.
